How do you localize a plugin properly

What is the right way to localize the plugin. I have done it using resx files but when the plugin is loaded by the main application and the language is changed from English to French the localization does not change. The only way I can get it to work is to put the French resource.dll file in the debug\fr-CA\ folder of the main application. I thought since the resx is embedded I would not have to put it in the main app bin\debug\fr-CA folder. Any help would be appreciated.
